Any doctor: Any doctor can order a lab test, however, endocrine tests are more complicated than run of the mill tests and it would be better to consult an endocrinologist if you think you need 24 urine cortisol level.

Any: Any health care practitioner can order it, what you want is someone who can interpret it - a good internist or an endocrinologist.
