Rash: This sounds like a medical concern regarding the skin. Your primary care physician could address this or refer you to a dermatologist who accepts medicaid. But the answer to your question is yes, if you feel it is a medical concern (not cosmetic) medicaid should pay for it if you have enrolled in your state's program.
