X-rays first: Simple x-rays can confirm that you are fused. If you are, yes you can resume running.

Fusion: If the fusion was that long ago you certainly should be able to run. Running causes you pain in your neck and you should have the fusion evaluated. A CT scan will determine if the fusion is solidly healed. An MRI will tell you if you have a different desk that is herniated
