Allergy or Chem Burn: The chemicals in hair color can be rather harsh and many people can have an allergic reaction or get a chemical burn from them. The instructions should be followed closely. If it was just burning that might be chemical but itching could be allergy. Be very cautious the next time you use it and do a test as directed since an allergy could be very serious.
