Maybe, in a way: Ocd might look like the opposite. But looks are deceiving, so it may not be true that they are conditions one the same spectrum. It's an interesting question. Having a fixated attention and narrowing one's activity to only that interest might not be considered a disorder - except by other people who are irritated by this. The bright side is they may be very successful!

Interesting Question: You asked an interesting question. If you are referring to the opposite of being hyper i would say that is apathy. Someone could also make the case of depression as well.
