It depends: This could be due to cerumen impaction or the accumulation of fluid in your middle ear - chronic serous otitis. Do you have hearing loss? Do you have associated dizziness? Do you have balance issues? Other ear diseases are associated with fullness but a qualified ear specialist would be the person to see in your case.
