It can be: Every patient is different. Some patients are very sensitive and require much less anesthetic than others.

Lots of variation: Everyone reacts to anesthesia differently, although we tend to rely on "normal response" which is really just an average. There are a number of factors which can affect the reactions to anesthesia and your anesthesiologist should discuss these before any procedure.
