Your doctor can expl: The doctor who gave you this report must explain it to you, if you ask. It basically means that there is an ulcer in this lesion in your colon, where the cell are very active(proliferating). This may be a benign polyp, yet you need to get it removed as anything which is proliferating can turn into a cancer if you leave it alone inside for too long.
