Puberty: Puperty often occurs gradually. The average age to enter puberty for girls is 10 and for boys is a bit later. If you haven't started puberty by 14 and boys by 16 you will want to contact your doctor. For girls breast development is the first sign of puberty, for boys it is testicular growth.

Same as Other Ages: Pretty much the same thing as 14 or 16.The only real differentiating factor is socially a 12 year old may stand out a bit if their peers are more immature. In other the same physical and emotional changes may happen no matter how old.

Variable: Your genetics determines onset, duration and end of puberty. For males the range is usually 12-20 years old. In males sexual development is more gradual, as opposed to females where it is more dramatic. My definition of "maximum" in this case is "physical adulthood, " or no more growth possible.
