Most would say so: Restorative dentistry on many kids id done under controlled conditions under sedation/anesthesia for that reason. The occasional filling or cleaning might be possible on cooperative kids under light sedation, but between the pain, noise and equipment, most avoid it.

No. : A peroperly trained dentist or pedodontist will use topical and local anesthetics to numb the area. At that point the child would not experience any pain. If kids are afraid and or extremely anxious than these children may require sedation. You need to see a dentist for a consultation.
