Taper off: At your age, you should be able to recover full testosterone production once you come off anabolic steroids. It may take a few months. However if you stop abruptly, you may have some withdrawal symptoms. It may be better to taper off the medication. Clomid (clomiphene) will not make you recover any quicker. The important thing is that your pituitary has to see a low t level in order to start working.
