Yes, but depends.: If the pool is a hot tub, then you can definitely get over heated or even dehydrated. So even sitting in a pool of water doesn't mean we don't need to consume water. If the pool of water is close to body temperature, but a little below it, our body can give off heat and maintain a pretty normal temperature; if at or above our body temp then body temp can go up gradually to point of over-heating.
