Just got a tattoo about a week ago on my arm, my 5mo old keeps touching it is it bad for a baby to touch a new tattoo? what about towels you dried your hands with after washing it?

Should be fine: The main concern would be infection as the skin may still be slightly broken down. This should not be a major issue after a week, but you should keep the site clean.

No problem: I don't think there is any problem with your baby touching your tattoo. Just keep it clean and dry, use a moisturizer as recommended by your tattoo artist. You may want to use clean towels on your baby in general, just to avoid other illnesses that may be transferred.
