Perhaps a fistula: Arterial blood flow has both systolic and diastolic flow. In your case, the diastolic flow may be increased, perhaps due to a fistula or other connection that has formed over time or resulted from some trauma. The significance depends on the clinical history and findings - they may have little or no significance, but you should see a vascular surgeon if you are uncertain.
