Fruit rash: The best answer will be to get tested by a board certified allergist to determine if you are truly allergist. It is doubtful at your age that you are allergic to bananas and carrots but some individuals with severe pollen allergies can develop reactions to fresh fruits and vegetables.

Yes: If you get a rash from these products, the best approach would be avoiding them regardless of the mechanism. If the rash is itchy and occurs less than 2 hours after eating them, then you are allergic. I suspect that you often suffer from hay fever as well.
