Allergies infection: Patients with severe allergies get inflammation on the eyelids. This is a skin inflammation called atopic dermatitis. Try switching to hypoallergenic soap and consider an allergy pill like loratidine. This could also be an eyelid infection called angular blepharitis. Topical antibiotic are used in this case. If it does not go away or gets worse, go to your doctor.
