On the contrary: Not normal. Just the opposite: most asthma "reliever" inhalers have derivatives of adrenaline ("adrenergic"), make you hyper. But...tho adrenergic inhalers stimulate most muscles (tremor, shaking), they also relax cramped smooth bronchial tube muscles that are choking off the flow of air to the alveoli, and suddenly you can breathe. This may finally let you cough out mucus, and get some sleep.
