It could be....: A nucleated callous or a wart. There may be many other answers too, but these are the most common. Visit a podiatrist for an evaluation to be sure.

Wart or: Could be a plantar wart, callus or pimple-like lesion. Best to get evaluated since it's swollen. Hope this was helpful.
