Sounds like: Flexor hallucsis tendon issue. Was any injury to area? Can you move big toe up without problem. May be spasm or contracture. More info would be helpful.

Extensor tendon: If your big toe can only go down and can't go back up, it may be related to the front of your leg muscles called the extensors. The flexors allow the toe to go down and may be contracted or spasming, especially if pain, but if your extensors are weak or damaged this could also play a role.
