Sometimes if early: While not widely known, it is claimed that 10-12 grams of vitamin c a day (without bioflavonoids) will induce a miscarriage about 45% of the time if started soon after a missed period. To my knowledge there has been no formal research on this (and i don't expect such research to be done) but there are many reports that it can be effective. No: There is no evidence to support this idea, and further there is no reason to believe vit c would do this. There are millions of cases of "they say" and "i heard" but that does not make the statements true.
