A few things: Several virus and yeast (thrush) infections may cause it. Most viral infections (coxsackie virus, herpes virus, epstein-barr virus, etc) usually causes painful bump, sometimes with blisters. Thrush, caused by an yeast, does not cause pain. If it is a baby, it may be an epstein's pearl ( a harmless cystic bump). It could be a burn after eating hot stuff, or may have bitten the area accidentally.
