Sinusitis: Headache for 3 weeks and sinus pain may be chronic sinusitis. Lasting that long - you should see a doctor. Though sinus pain is not often described as "burning", so that has me a little confused. Until you're seen - try steam inhalations and pain relieving medications. Hope you're better soon. 3 weeks is a long time to feel bad.
