NO: Minor tranquiliisers ( eg benzodiazepines such as valium , ativan, ) can be habit forming major ones such as Haldol (haloperidol) are not.

No: Selective serotonin reuptake inhibitors and Buspar (buspirone) are not addictive. People can develop tolerance/ dependence with benzodiazapines.
