Need more info: The anatomy of what you describing is important to consider before treatments can be considered - is this a cervical spine problem, for example the vertebral artery is a problem - or is it more a thoracic outlet (where nerves leave the neck and arteries leave the chest. In general conservative therapies like pt and sometimes gentle chiropractic treatments are used for the latter; pt for former.
