General Anes and OB: General anesthesia is used for urgent delivery and when regional anesthesia ( spinal or epidural ) is contraindicated. Statistically, general anesthesia is very safe, with severe complications in 1 or of 50, 000 to 1 out of 200, 000 cases. I have been in practice 37 years and have never seen a severe complication from general or regional anesthesia for delivery.

C-sections are: Rarely performed with general anesthesia - only in emergency situations. The anesthesia primarily utilized is via epidural. There are several "emergency" reasons for rapid induction ga which inherently place a mother and newborn already at risk - the ga is an added risk. Mortality stats show this is a rare occurrence.

GA and csection: Death rate for mother during emergency. C-section under general anesthesia is 1:250. Calculating death rate for newborn is difficult because the reason mother was taken for emergency csection is to safe the child from complications of labor. Fortunately in most practices general anesthesia is a last resort for csections.

See below: The maternal mortality from c-sections from anesthesia is generally considered to be about 6 or 7 per million in the us. This seems to be constant depending upon the practice. If the locations does higher risk deliveries (that is sicker patients) then they may have a higher mortality. Anesthesia is rarely the cause of maternal or fetal death during c-sections.
