Can be, yes: Lack of forward thinking / "future orientation" can be a sign of depression and an indication of need for professional assistance.

Depression: Not making plans for the future could be a sign of depression but it would have to be accompanied by other symptoms such as self criticism, not feeling worthy, eating less or more, difficulty sleeping, and an overall feeling of not feeling good enough. If you have these symptoms please consult a qualified mental health professional. Best wishes.
