OUTDOORS: Baby needs vitamin d. You can expose him under the sun not for a prolonged period of time for him to have sunburn.

When outdoors: The uv radiation is strongest from about 10am to 4pm so he should have protection if he is going to be outside playing. I'm not sure how you define "prolonged" but the harmful effects of the sun don't take long, depending on skin type. Appropriate clothing or playing in shaded areas are other ways to minimize exposure.
