Depends: Peripheral neuropathies are normally caused by systemic conditions such as diabetes or peripheral vascular disease. Surgery can result in injury to a specific nerve due to the actual procedure or positioning on the table. Some surgeries in the abdomen or around the spine and cause a vascular injury to the spinal cord resulting in nerve pain, numbness or weakness. Not a neuropathy though.

Need more info: There are many potential causes for that condition, and you did not specify the type of surgery nor the distribution of the neuropathy.
