Depends on your role: Addressing it head on with clear rules and expectations. Put in place positive expectations and a clear no tolerance policy with support to address real stress and conflict in the system. Much of what "you" can do depends on your role in the system. Develop a environment with positive expectations for respectfulness that is put into play and modeled uniformly.With stron incentives.
