Yes. It could be: Muscle strength of a teenager (including a 11 year old) varies tremendously, and weight lift training or other training to build muscle also makes huge differnece in how much one can lift comfortably. Unless he has other abnormalities such as his physique resembling grown man such as facial, pubic hairs, genital maturity, etc, or you think he is taking anobolic steroids, i would not be concerned.
