Depends: The pupil is the opening surrounded by the iris. The absence of a pupil either means something is in the way like a corneal opacity or that the iris is missing (look up aniridia). Those without iris can see although sometimes at a diminished level. The pupil could also be missing if the iris is constricted to a pin point or scarred down in which case vision would be bad or absent.
