Depends: How broken?
Major trauma, fall, fight etc
Age of patient
likely an x-ray, some pain meds etc.
Complications: pneumothorax, hemo thorax='blood in chest etc may require a tube or observation.

Broken rib: It depends on whether the rib is broken in just one place or multiple, and whether adjacent ribs are injured as well. The range of therapy is from anti inflammatory and pain medications to wrapping, to intercostal block for pain, and least likely, surgical intervention for stabilization.

Rib fractures : ER:
Referral for a specialist.
Simple rib fractures are treated conservatively with pain management only.
Certain rib fractures that result in breathing difficulties and / or relentless pain are treated surgically.
I use titanium plates to repair the chest wall.

Pain: Pain when you take a deep breath in, intense pressure when you push on the rib are major ways to identify a rib fracture.

Time: All broken bones heal with time usually. A high calcium diet may help speed things up if you're deficient, but ultimately, time is the only cure.

Is it necessary to go to ER for a possible broken rib?

That Depends: No doctor is going to say conclusively no to that in my opinion. However, most broken ribs are treated conservatively with pain medication and avoidance of aggravating factors. The problem is that a severly displaced rib fracture could compromise lung function. Fortunately, most rib fractures just hurt, a lot.

Broken rib: A broken rib causes local pain and tenderness. You may get short of breath if rib punctures the lung.

Don't know: If you are able to take at least a moderately deep breath, it's probably just bruised. But you should get an x-ray anyways to be sure. Besides, other organs in the chest and abdomen could be injured too.
