How can you prevent a popped burn blister from scarring?

Local hygiene: There will always be a component of scarring with healing. Wash the area with plain old soap and water. Apply some antibiotic ointment. Cover with dressing. Don't leave open to air. When completely healed. Obtain Mederma cream and apply as directed.
