No: Heart failure is a clinical diagnosis - you have certain symptoms, such as shortness of breath and easy fatigue-ability, and if they are connected to abnormal heart function you may be diagnosed with heart failure. An ECG usually discloses underlying heart rhythm disturbances or the presence of coronary artery blockages, though much more can be detected.
