Yes: An umbilical hernia is not a reason to not have weight loss surgery - the hernia can usually be fixed at the time if weight loss surgery as well.

Weight loss surgery: An umbilical surgery will not prevent a successful open or laparoscopic weight loss surgery. Often, the surgery will leave the hernia alone. Occasionally he/she may opt to fix the hernia during the procedure if its 'in the way.' but, just have an umbilical hernia, even if large and containing incarcerated fat, would not prevent a successful weight loss surgery from being performed.
