Sounds like: Sinus disease. Try otc medications, and if that fails, see an ENT specialist.

Blocked tear duct: If it is all on one side only you may have some tear duct blockage on the involved side. You may have some sinus disease and congestion contributing to that. See am ENT and eye care provider.
