What happens if i get a tattoo over the "chicken skin" aka keratosis palaris on my arm?

Yes: If the tatoo parlor is clean and liscensed then the keratosis pilaris(kp) by itself is not a big risk for anything. The treatments for kp can still be done even after the tatoo, but wait for it to heal completely.
