Cystic acne : This sounds like cystic acne which is 100 times worse than regular acne. Otc medications do not help much with this. You must get her to a dermatologist immediately! this acne leaves severe deep scars on the face which will permanently affect your daughter's self esteem and social integration.

See the doc: If you have tried over the counter treatments and failed its time to step it up to something prescription strength. Most pediatricians and family docs can handle this. If its severe you should probably see a dermatologist.
