Eventually. : Yes, eventually. However at 17 years old it would probably takes weeks to kill you. A tachycardia at that rate does require prompt management so get to a doctor or er asap.

No but dangerous: Generally your max pulse rate is calculated as 220- your age in your case that would be 203. The target heart rate for exercise is about 80% of that or about 160. So the answer is no. But is it normal at rest? The answer is no also. Your pulse is extremely high at rest. It is urgent that you find out whether you have a fast rate or an abnormal rhythm . Either way there is something very wrong.
