No difference: The more correct term is subconjunctival hemorrhage but they are both used to describe blood under the conjunctival membrane of the eye.

Same: Most hemorrhages in this area are due to free blood under the conjunctiva and overtop of the sclera. Conjunctival hemorrhage is a loose term used for almost the same thing. It usually has a traumatic origin. A hemorrhage inside of the conjunctiva would probably leak to the surface and rapidly disappear. Subconj hemorrhages can stay around 1-2 weeks and are usually benign.
