Can't tell without: Examining it. Sounds like a recurrent sebaceous cyst, or epidermal inclusion cyst. Simply popping it will not remove the sac that continues to produce the sebum (the white stuff), so a tiny local anesthesia operation may be needed. See your family doctor, dermatologist, or plastic surgeon.
