No: Lightening agents, like hydroquinone, work on pigment. Darker areas will get lightened, but there will be little, if any effect, on whitish colored scars.

Bleach will whiten: Skin bleaching creams, like hydroquinone, will only whiten the scar more. Unless the scar is darker than surrounding skin to start, bleaching might be counterproductive and make the scar more apparent.
