Low T : A 21 year old should not have low testosterone. You need to find the cause. If the prolactin is significantly high and you are having headaches and mood changes have your physician follow this up. You may need an MRI to look and the part of the brain that produces prolactin called the pituitiary. Also they should check lh and fsh levels to see if your body is trying to produce testosterone.
