Tough to say: Sometimes genetics plays a role and if a family member (mom/dad/ grandparents) have 'baggy eyes, ' than that may predispose you to have the same condition. Allergies also, despite normal sleep habits, can cause baggy/puffy eyes. Hope this helps.
