Is it safe to take one 25mg hydroxyzine for panic anxiety four hours after one drink? i'm also on daily bubroprion and sertraline, but can't sleep because of racing pulse (at rest, for no apparent reason)?

Not feasible to be precise, but advise a full medical re-evaluation, especially the rapid pulse, which may be indicative of a cardiac tachy-arrhythmia, and certainly thyroid functions should be measured. Would have your psychiatrist get involved as this proceeds. In view of your described complexities, might consider local medical school second opinion, as an alternative.
