Call surgeon: Call the surgeon who extracted your tooth. They need to be made aware of your condition to determine the cause and what further treatment should be rendered of if you need to take medication to help the healing process.

Depends: The numb sensation may be time related to the the type of local anesthetic used as well as to surgical trauma. Many surgeons use a long acting local anesthetic in the lower jaw for removal of wisdom teeth and some patients can be numb for 6 - 8 hours after surgery. If half of your tongue is still numb several days later, you should contact your surgeon for further advice.
