No: Population data has been showing that the age of puberty has been decreasing recently. While ten is on the early end, it's not "too young." average age is 12. A recent new york times article addressed early puberty, it was published 5/30/12. You may find that interesting. Excess weight can lead to early puberty, so make sure your young person is a healthy weight and exercises regularly.
