Yes she can: I don't know if she is using wicks on herself or the baby.She can use it locally but not on the breast and chest area.

I'd avoid it: Vicks is an aromatic rub that some find pleasing during respiratory illness.I finf that the aroma causes increasing nasal congestion in infants and don't recommend it under the age of 3 years.
