Implanon: No birth control method is 100% effective, so yes it is possible. Although one of the side effects of Progesterone only birth control is amenorrhea (no period). In your case i would be more concerned because the Implanon is only effective for three years and i'm wondering if you're past your use date.

Probably normal: Implanon can suppress menstruation as can other hormonal birth control. A serum pregnancy test should allay your concerns.
