Not from the 7th: 23 days should be enough time for a urine pregnancy test to be positive if there is a pregnancy. The test doesn't have to be expensive, but if one is worried, next time she can buy 2 tests of different brands from 2 different stores, and do the tests 1 week after missing a period or 3 weeks after insemination. There is no need to do tests sooner (patience is a good virtue for future parents).

Unlikely: But see your cop If concerned. Many causes for missed or late period. Obviously, your NHC system can do a definitive HCG test, but the otc tests are very good now!
